MAKE YOUR ASSUMPTIONS VISIBLE

Your project.
Your 30-year savings.

Buy directly from the licensed producer. A 12-inch BLC foundation. Compare construction costs, 30-year costs and disruption impacts.

STARTING POINTLicensing · 12 inches of BLC.

The preset $125.71/m³ is a scenario assumption from the September 24, 2026 licensing comparison. Replace it with a producer quotation.

Market assumption: sources and limitations

The 2025–2027 local roads program describes approximately 30,900 km of MTQ roads and 101,000 km of municipal roads. An assumed 1% annual rate gives about 1,320 km/year; this working scenario uses 1,300 km. The Auditor General, November 2023, p. 15 reports an average of 308 km/year of MTQ reconstruction or major rehabilitation from 2018 to 2020. Municipal work rates and project compatibility require verification. New roads and private surfaces are not added without a separate count. Sensitivity cases: 660 km (0.5%) and 1,980 km (1.5%).

Budgets below apply to the 1 km reference project. Fixed costs, disruption days and indirect costs are not automatically multiplied across Québec.

Maintenance, rehabilitation and reconstruction

Working schedule based on InnovAct 2020 table 6, scaled to the entered area. Sealing and patching: conventional years 8, 13, 23 and 28; BLC years 9, 15 and 26. Rehabilitation: conventional year 18, BLC year 20. Transfer to the 12-inch section is an assumption.

Sealing, patching, repair and milling rates are based on 2020 table 7 and used as editable provisions without automatic price indexing. Replacement asphalt uses the initial budget price per m³. Harmonize price years before budget use. Rehabilitation: mill and replace a full-width 5 cm wearing course, plus deep repairs on 10%, excluding the wearing course already counted.

ConventionalBLC option

0 means no full reconstruction scheduled within the horizon, consistent with the published schedule. Reconstruction uses the initial budget at constant entered prices, plus these extras. It resets the schedule age; old pavement rehabilitation is not counted after replacement. Reconstructions exactly at the horizon are excluded; enter terminal residual values separately.

Source: InnovAct, September 2020, tables 6 and 7, pp. 22 and 24. Maintenance quantities use 3.65 m per lane-km as stated on p. 23; the report also uses 3.75 m in initial costing. Different provisions and sections mean these results do not automatically reproduce its table 11. Snow removal, indirect costs and unpriced work are excluded.

Each intervention is discounted at its scheduled date, in constant simulation dollars. Working prices and the 2020 schedule are not a current quotation or validation of the thin section. Indirect costs remain separate. Equal future costs and simplified allowance modes remain available.

SOURCES AND METHOD

Keep each result in context.

Economic basis: BLC licensing comparison, September 24, 2026, version 3, pp. 2–4. The $125.71/m³ scenario assumes removing two intermediaries from an initial $502.84/m³. It depends on that price-chain assumption and must be replaced by a direct licensed producer quotation. Other unit rates are internal assumptions from the comparison.

This scenario fixes the foundation at 12 inches of BLC, without a granular subbase. Asphalt is a separate item and the upper drainage layer defaults to 0. This budget option differs from the source comparison, which includes a 5 cm drainage layer. No ESAL performance is transferred from another section.

BLC volume = length × width × 0.3048 × (1 + allowance). BLC excavation = area × (0.3048 + asphalt + specified drainage layer). Quantities exclude utility trenches, which must be priced with other project-specific work. BLC is not compacted.

Discounted direct cost = construction + discounted maintenance and renewals − discounted residual value. Initial indirect cost = disruption days × avoidable indirect cost per day. The schedule prices maintenance and rehabilitation under the displayed assumptions. Disruption durations and indirect costs must still be entered. Pavement structure and drainage require project-specific design.

Life-cycle comparison: equal future costs mode retains only the initial saving without treating unknown maintenance costs as zero. It assumes equal future direct spending and residual values. Detailed mode uses project data. A 30-year saving for one annual cohort must not be multiplied by 30 to describe a 30-year rolling programme, because later cohorts have not completed their life cycles. Scheduled rolling programme results include construction and interventions reached within the shared calendar horizon; cohort residual values and indirect costs are excluded. Payments are discounted at their year of occurrence.
