Road-user time
Queues, detours and journey reliability: affected traffic × additional delay × the selected value of time.
Infrastructure owners
Investment decisions benefit from considering maintenance, disruption duration and effects on road users. These items should be quantified separately using verifiable assumptions.

Queues, detours and journey reliability: affected traffic × additional delay × the selected value of time.
02
Additional distance, fuel, wear and maintenance associated with detours or pavement condition.
03
Business access, deliveries, productivity and service continuity. Document local effects and avoid counting the same losses twice.
04
Work-zone exposure, emergency access, noise, dust and congestion emissions. Distinguish measured effects from estimates.
| Item | Conventional | BLHP |
|---|---|---|
| Initial construction | 778 354 $ | 882 083 $ |
| Discounted maintenance and rehabilitation | 162 872 $ | 54 232 $ |
| Residual value deducted | 79 685 $ | 141 623 $ |
| Discounted life-cycle cost | 861 541 $ | 794 691 $ |
The scenario shows an approximately 13.3% higher initial cost and 7.8% lower life-cycle cost. It uses a 30-year horizon, a 4% discount rate and a 3.75 m width in the cost table, excluding excavation. Width differences with the environmental analysis need harmonisation before a new comparison.
